Six months after Pakistan’s first-ever anti-circumvention investigation was favorably concluded, we are pleased to share that on January 07, 2026, the National Tariff Commission (NTC) has concluded another anti-circumvention investigation, extending the scope of existing anti-dumping duties on Coated Bleached Board from China to cover Two-Side Coated Bleached Board.
This decision sets an important precedent in Pakistan’s trade remedy jurisprudence, reaffirming that trade defense measures cannot be neutralized through slight modifications. It also reflects strong will at NTC in addressing evasive trade practices and upholding the integrity of trade remedies in line with the WTO framework.
Despite intense litigation aimed at frustrating the investigation, the outcome stands as both a legal success and a policy milestone. It sends a clear signal that circumvention of trade remedies will not be tolerated, while offering a roadmap for other industries facing similar unfair trade practices.
