After removal of data deficiencies if any and within 45 days from the date of formal receipt of application, notice of initiation is published in the gazette notification as well as in the newspapers inviting interested parties to be registered with the Commission

 

In case of greater number of exporters/foreign producers involved in the alleged dumping, sampling is done  by the NTC and the exporters are invited for this purpose as per notice of initiation

 

In sampling, exporters /foreign producers are allowed to request for individual dumping margin. However, usually sampling is done on the basis of larger volume of exports by any exporter from a particular country

 

In notice of initiation 45 days are given for inviting comments from all interested parties

 

After selection of samples, exporter questionnaires are sent to each sampled exporter alongwith copy of non-confidential version of applicant’s questionnaire

 

37 days period is initially given to known importers to respond to the importers questionnaire. However, on good cause shown in the request, extension in this period is granted for 1-2 weeks

After receipt of exporters/foreign producers questionnaire the same is thoroughly analyzed by the NTC with respect to:


» Export sales (prices and quantities)

» Domestic sales (prices and quantities) in exporting country

» Cost of production of domestic sales and its comparison with the domestic sales price in exporting country
 

» Export sales to other countries etc.

Analysis of importers questionnaire, communication and removal of data deficiencies

 

Verification at exporter’s premises of the data submitted

 

Preparation and issuance of verification report
